NOTICE TO CONTRACTORS
FOR THE CONSTRUCTION OF CONTRACT NO. 1 – GENERAL AND
CONTRACT NO. 2 – ELECTRICAL
BREWERTON WATER POLLUTION CONTROL PLANT
DISINFECTION AND CLARIFIER IMPROVEMENTS PROJECT

Sealed bids for the construction of Contract No. 1, General and Contract No. 2, Electrical, will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202, until 2:00 P.M. Local Time, on April 2, 2015, and there at said office, at said time, publicly opened and read aloud.
The project consists of disinfection system upgrades and clarifier enhancements at the Brewerton Water Pollution Control Plant site. Improvements include modifications to the sodium hypochlorite chemical feed system, installation/incorporation of a new sodium bisulfite chemical feed system, new effluent flow meter and associated appurtenances, addition of density current baffles to the existing clarifiers, new actuated sluice gates in the reaeration tanks, and new actuated valves on the influent forcemains within the East Gallery, including all associated piping and appurtenances, electrical power and control systems, and site modifications required for the completion of the project.
The Contract Documents, including Information for Bidders and Bid Forms may be viewed and ordered from Liverpool Blue Print (315) 457-0472, 117 Metropolitan Park Drive, Liverpool, New York 13088 upon deposit of $50.00 per set (checks only, made payable to Onondaga County). Bidders wishing sets of plans and specifications mailed to them shall include, in addition to the Bidding Document deposit, a FED-EX or UPS shipper number. Bidders who do not have a shipper number need to provide payment to cover handling and postage. Bidders requesting shipping services must provide request and payment a minimum of 7 days before the bid date. Shipping costs are the responsibility of the bidder and are non-refundable. Checks for the shipment of the Bidding Documents shall be made payable to Liverpool Blue Print. The full amount of the deposit for sets of Contract Documents will be refunded to all holders of the Contract Documents who return their Contract documents complete and in good conditions to Conestoga-Rovers & Associates, 109 South Warren Street, Suite 220, Syracuse, New York 13202 within thirty days following when the contract is signed by the County Executive or rejection of the bids.
Copies of the above described Contract Documents may be examined at no expense at the Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202; at the office of the County of Onondaga, Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204; the Syracuse Builders Exchange, Inc., 6563 Ridings Road, Syracuse, New York, 13206; and at the Engineer’s office, Conestoga Rovers & Associates, 109 South Warren Street, Suite 220, Syracuse, New York 13202.
A pre-bid meeting/site visit will be held on March 5, 2015 at 10:00 AM at the offices of the Brewerton Water Pollution Control Plant, Administration Building, Guy Young Road, Cicero, NY 13204.
Each bid must be accompanied by cash, certified check, or bid bond in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information For Bidders. In addition, the Contractor shall be required to provide a "Statement of Surety's Intent" with his bid.
The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated into the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.
The right is reserved to waive any informalities in the Bid and to reject any or all bids.
