RENOVATION TO THE ROBERT P. KINCHEN CENTRAL LIBRARY, ONONDAGA COUNTY PUBLIC LIBRARY

The County of Onondaga invites sealed bids for the Renovation of the Third Floor of the Robert P. Kinchen Central Library, Onondaga County Public Library, at The Galleries of Syracuse, 447 South Salina Street, Syracuse, New York 13202, with related work on other floors.

You are invited to bid on the above project which will consist of five (5) prime contracts as follows:

Contract 1:
• General Construction

Contract 2:
• Plumbing

Contract 3:
• Fire Protection

Contract 4:
• Heating, Ventilating, and Air Conditioning

Contract 5:
• Electrical

In general, the scope of work includes the renovation of the third floor, installation of a new elevator, and modifications to an existing stair.

The Owner will receive sealed proposals from bidders until 2:00 p.m. on Wednesday, 01 April 2015, at County of Onondaga, Division of Purchase, 13th Floor, 421 Montgomery Street, Syracuse, New York 13202 at which time they will be publicly opened and read aloud. Proposals received after that time will not be accepted.

A Pre-Bid Information Meeting will be held on 17 March 2015 at 10:30 a.m. at the third floor of the library. Attendance is not mandatory, but is highly recommended.

Bonafide contract bidders may secure copies of the proposed Contract Documents from Syracuse Blueprint Company, Inc., 825 E. Genesee Street, Syracuse, New York 13210, on the following basis:

1. One (1) set of the Project Manual, including Specifications, plus one (1) set of Drawings, upon payment of $100.00 deposit, completely refundable if set is returned to the Architect in good useable condition within thirty (30) days after bid date.

2. Deposit checks shall be made payable to “County of Onondaga.”

3. No partial sets will be issued.

4. Documents may be shipped to bidders, at bidder’s expense, by providing contractor’s shipper account number (UPS Air preferred), or by cash or check payment of shipping cost to Syracuse Blueprint Company. Shipment will be by United Parcel Service Next Day Air Service.

All bids must be accompanied by a non-collusive certification as required by Section 103-d of the General Municipal Law of the State of New York.

Each bid must be secured by a certified check or a bank draft or a properly executed bid bond in an amount equal to at least 5% of the entire bid and made payable to the “County of Onondaga.”

All bids must be submitted in sealed envelopes bearing on the outside the name of the bidder, his/her address and the words “Renovation to Robert P. Kinchen Central Library, Onondaga County Public Library; Bid Reference #8231.”

If forwarded by mail, the sealed envelope containing the bid and marked as above must be enclosed in another envelope addressed to County of Onondaga, Division of Purchase, 13th Floor, 421 Montgomery Street, Syracuse, New York 13202, preferably by registered mail, and be received there on or before the stated time.


The County of Onondaga reserves the right to waive any informalities in or to reject any or all bids. No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the bid opening thereof.

If upon acceptance of his bid, a bidder fails to enter into a contract with the County of Onondaga, the bid security shall be forfeited to and become the property of the Owner.

Bidders are not to include in their bid proposal sales and compensating use taxes of the State of New York, and of counties, or cities, on all materials, equipment and supplies incorporated in this project.
