Sealed proposals for the construction of the above project will be received by Mr. Sean Carroll, Onondaga County Purchasing Director, at the Onondaga County Civic Center, 421 Montgomery Street, 13th Floor, Syracuse, New York 13202 until 2:00 PM local time, August 13, 2015, and there at said time, publicly opened and read aloud. This project includes highway improvements located on Interstate 690 westbound, Exit 7 off-ramp, State Fair Boulevard (C.R. 80) at Exit 7 connector road, Pumphouse Road between NY 695 and State Fair Boulevard (C.R. 80), and on the New York State Fair Orange Parking Lot access drive in the Town of Geddes. The work shall consist of lane widening of the Exit 7 Ramp, placement of new guiderail, overhead sign bridge, signalized intersection, roadway milling and resurfacing, variable message boards, CCTV camera and ITS equipment, roadside signs and pavement markings. The project is being progressed by Onondaga County in conjunction with funding from New York State.

Plans, Specifications and Proposal Forms may be obtained at the Office of the Commissioner of Transportation, Onondaga County Civic Center, 421 Montgomery Street, 11th Floor, Syracuse, New York, 13202 upon deposit of forty dollars ($40.00) per set, payable by check, certified check, cashier check, treasurer’s check or money order, to the order of “Onondaga County”. Full refund for each copy of plans and specifications will be made to the bidder for the particular project, if such plans and specifications are returned in good and unmarked condition within thirty (30) days after: (1) the award of the contract or (2) the rejection of the proposal. The successful bidder is not required to return the copy of the plans and the specifications in order to be entitled to such a refund. Plans and Specifications can be viewed at the Onondaga County Division of Purchase, Onondaga County Civic Center, 421 Montgomery St., Syracuse, NY 13201. The minimum wages to be paid to laborers and mechanics are included in wage schedules that are set out in the bid proposal.

Prospective bidders are encouraged to attend a pre-bid conference on July 30, 2015 at 10:00 AM at the John H. Mulroy Civic Center, 421 Montgomery Street, Syracuse, NY 13202 at the office of the Department of Transportation, 11th Floor. The overall scope of the project, coordination and conditions as well as important restrictions, requirements and warnings will be discussed.

Special attention of bidders is called to Section 102 “Bidding Requirements and Conditions” in the New York State Standard Specifications” of May 7, 2015, and as amended, and “Additional Information for Bidders” located in the bid proposal. Proposals for each contract must be submitted in a separate sealed envelope with the name and number of the contract plainly endorsed on the outside of the envelope.

Each proposal must be accompanied by cash, certified check or bid bond payable to the order of the “County of Onondaga” in an amount not less than five (5%) percent of the GROSS SUM BID FOR THE COMPLETE PROJECT ONLY.

The Contractor shall also submit as a requirement of this bid, his/her Minority and Women Owned Business Enterprise (MBE/WBE) Work Plans as two separate 20% and 30% Work Plans as outlined in the Proposal Book for this Project.

The retention and disposal of the bid deposit and the execution of the Contract and Bond shall conform to the provisions of the Highway Law, as set forth in the “Bidding Requirements and Conditions”. The right is reserved to waive any informalities in the bid and to reject any or all bids.
